What is the withholding and premium service return (MUHSGK)?
What is Turkey's withholding and premium service return (MUHSGK), who files it, what it contains and how it is prepared? A general guide for employers.
Every employer in Turkey has the same acronym on its monthly agenda: MUHSGK. This article explains, in general terms, what the withholding and premium service return is, who must file it and how to prepare it.
MUHSGK in brief
The withholding and premium service return (muhtasar ve prim hizmet beyannamesi) combines two obligations in a single return:
- Withholding return (muhtasar): Declaration of taxes the employer withholds from wages and certain other payments.
- Monthly premium and service information: Employees’ SGK premium days, earnings subject to premium and missing-day information.
The return is filed through the Revenue Administration’s (GİB) e-Beyanname system, and the SGK-related information is shared between the institutions. This way the employer does not have to report the same data to two institutions separately.
Who files it?
In general, the following file MUHSGK:
- Employers who pay wages to employees,
- Businesses making payments subject to withholding tax, such as self-employment fees or rent.
Which payments are subject to withholding and when a return is required is set by legislation; check your situation with your accountant.
What does the return contain?
- Per-employee identity details, premium days and earnings subject to premium
- Number of missing days and the reason
- Income tax base, income tax withheld and stamp tax
- Exemptions applied
- Information on SGK incentives used
- Other payments subject to withholding, if any (e.g. rent, self-employment fees)
Almost all of this data comes from the monthly payroll, so a correctly prepared payroll is a precondition for a correct return.
When is it filed?
As a rule, MUHSGK is filed monthly. Filing and payment periods are set by legislation, and deadlines can shift because of public holidays or new regulations. Check GİB’s tax calendar each month for exact dates.
Step-by-step preparation
- Finalise payroll: Attendance, hires, terminations and extra payments must be complete.
- Check employee data: Premium days, missing-day reasons and earnings must match the payroll.
- Check incentives: Confirm that the conditions for incentives used are met.
- Add other withholdings: Do not forget payments such as rent or self-employment fees.
- Prepare and submit the return: Through e-Beyanname, by the employer or an authorised accountant (SMMM).
- Check the assessments: Compare tax and premium assessments with the payroll.
- Pay: Taxes are paid to the tax office and premiums to SGK.
- Archive: Keep the return, assessment slips and supporting payrolls.
What if it is wrong or late?
An incorrect return can be corrected through the procedures set by legislation (such as an amended return on the tax side and the relevant correction notifications on the SGK side). Late filing or missing/incorrect information can lead to tax penalties, SGK administrative fines and late-payment surcharges. In addition, the conditions for some SGK incentives depend on timely and correct reporting.
